Requires the department of social and health services to: (1) Establish rules to authorize long-term care clients enrolled in a program of all-inclusive care for the elderly (PACE) to elect to continue their enrollment in the program regardless of improved status related to functional criteria for nursing facility level of care;

(2) Develop and implement a coordinated plan to provide education about PACE program site operations; and

(3) Identify a private entity that operates PACE program sites in the state to provide the required training at no cost to the state.
