Establishes a partnership pilot project involving middle schools, high schools, and participating institutions aimed at increasing enrollment of underrepresented students in running start programs.

Requires the office of the superintendent of public instruction to develop a competitive grant process for school districts and allocate one grant of not more than one hundred eighty thousand dollars per year.

Expires August 1, 2019.
