Exempts from certain fuel usage requirements, police, fire, and other emergency response vehicles; engine retrofits that would void warranties; and conventional vehicles and equipment owned before June 1, 2018.

Requires local government subdivisions to determine whether meeting fuel usage requirements is practicable.
