Allows a court to appoint a qualified expert or professional person to evaluate and report upon the mental condition of a defendant when the state hospital has not met performance targets for the completion of the evaluation.

Requires the department of social and health services to reimburse the county for its costs for appointing the qualified expert or professional person.

Makes the county responsible for the costs of the evaluation that exceed the amount reimbursed by the department.

Expires June 30, 2016.
