Revises the definition of "individual approved by the court" and "qualified salaried court employee" for purposes of chapter 26.33 RCW (adoption).

Changes requirements of the preplacement and postplacement reports to include an investigation of disciplinary and punishment philosophies and practices of the person requesting the report.

Requires the secretary of the department of social and health services to establish procedures and requirements for identifying, tracking, and reporting adoption disruption and dissolution, including requiring regular reports from child-placing agencies relating to children placed for adoption.
