Authorizes, and provides sufficient resources for, implementation of the opportunity for: (1) Students to complete twenty-four credits for graduation through a comprehensive approach that includes increased instructional hours;

(2) Expansion of the learning assistance program and transitional bilingual instructional programs; and

(3) Resources to support additional family engagement and counseling.
