Authorizes a local government to: (1) Recover its reasonable expenses of preparation of a nonproject environmental impact statement, prepared under RCW 43.21C.229 regarding infill development and under RCW 43.21C.440 regarding planned actions, through access to financial assistance, with funding from private sources, and by the assessment of certain fees; and

(2) Assess a fee upon subsequent development.

Addresses requirements for contracts with owners of real estate for water or sewer facilities and reimbursement of costs by subsequent users.
