Establishes the tuition assistance program for Washingtonians' education act.

Establishes the tuition support fund program to provide financial support to students who cannot afford to enroll in or continue their postsecondary program.

Creates the tuition assistance program account.

Requires the office of student financial assistance to purchase GET units from the account for tuition assistance program awards and distribute those awards.
