Changes licensing requirements for geoduck divers.

Prohibits the director of the department of fish and wildlife from issuing more than seventy-five geoduck diver licenses in any one year.

Requires the department of natural resources to establish a geoduck harvest safety committee to establish a safety program for geoduck diver license holders.
