Requires the department of transportation to establish and charge, by rule, an annual fee for type 4 and 5 sign permits to recover costs for outdoor advertising control program administration and enforcement.

Increases the size limit on waterproof labels that display required permit numbers.

Assesses a one hundred dollar fine, per calendar day, for any type 4 or type 5 sign operating without a permit.
