Establishes the safer schools act of 2013.

Authorizes private schools and the board of directors of a school district to adopt a written policy allowing certain employees to possess firearms on school grounds.

Requires the criminal justice training commission to establish a firearms training and education program for employees authorized to possess firearms on school grounds.
