Authorizes a county treasurer to: (1) When real property taxes become three years delinquent and before the filing of a certificate of delinquency, assess and collect tax foreclosure avoidance costs against the real property; and

(2) Commence delinquent collection efforts and add a delinquent collection charge for costs incurred by the treasurer to the county treasurer service fund account.
