Requires the state school directors' association, the office of the education ombuds, the office of the superintendent of public instruction, representatives of the educational opportunity gap oversight and accountability committee, certain parents, and interested education associations to develop a model language access policy and procedure for adoption by school districts.

Provides that this act is null and void if appropriations are not approved.
