Includes in the crime of introducing contraband in the first, second, or third degree, knowingly providing a deadly weapon to a person confined in a secure facility under chapter 71.09 RCW (sexually violent predators).

Requires the secretary of the department of social and health services to adopt rules and guidelines for attorneys to follow when bringing legal materials into secure facilities.
