Merges the enforcement agencies of the department of natural resources and the department of fish and wildlife to enhance the state's enforcement capability in regards to both fishing and hunting laws and laws historically enforced by the department of natural resources.

Specifies that all employees of the department of natural resources assigned to law enforcement as their primary duty become employees of the department of fish and wildlife and are designated and commissioned as fish and wildlife enforcement officers.
