Provides that a specialty electrical contractor license in nonresidential maintenance and a specialty electrician certificate of competency in nonresidential maintenance includes the right to engage in, conduct, or carry on the business of load bank testing of generators and the related connection of cables.

Prohibits the department of labor and industries from requiring an electrical work permit to conduct load bank testing of generators and the related connection of cables.
