Establishes a state universal communications service program that: (1) Enhances the public network;

(2) Is funded with a network connection fee paid by communications providers based upon working telephone numbers;

(3) Is administered by a neutral third party selected by the utilities and transportation commission;

(4) Is operated pursuant to rules adopted by the utilities and transportation commission; and

(5) Advances universal service in a manner not inconsistent with the requirements of the federal telecommunications act.
