Changes the name of the four-year student child care in higher education account to the student child care in higher education account and allows the state board for community and technical colleges to authorize disbursements from the account.

Requires the state board to administer the program for the two-year institutions of higher education.

Requires two hundred fifty thousand dollars to be deposited, for fiscal year 2013-2014 and for 2014-2015, into the student child care in higher education account, if certain conditions are met.
