Prohibits transfers to pay debt service from the Tacoma Narrows toll bridge account from exceeding sixty million dollars in a single fiscal year.

Allows additional funds to be borrowed from the motor vehicle fund to cover debt service costs above sixty million dollars in any single fiscal year for the purpose of maintaining toll rates.
