Requires the state finance committee, in order to provide funds necessary for the location, design, right-of-way, and construction of the Columbia river crossing project, to issue and sell upon the request of the department of transportation up to four hundred fifty million dollars in funding and the additional cost of financing in general obligation bonds of the state.
