Delays the rebase of certain rate components and extends certain rate add-ons with regard to the nursing facility medicaid payment system.

Requires the department of social and health services to do a comparative analysis of the facility-based payment rates calculated on July 1, 2013, using a certain payment methodology, to the facility-based payment rates in effect June 30, 2010.
