Requires the joint legislative audit and review committee to: (1) Conduct a detailed analysis of documents and agreements by the office of the superintendent of public instruction, the office of financial management, and school districts related to certain personally identifiable student data or student-level data to determine the extent to which student privacy rights may be violated; and

(2) Analyze the 2011 amendments to federal regulations under the family educational rights and privacy act to determine the extent to which the revised regulations permit the sharing of certain personally identifiable student data or student-level data.
