Requires the department of fish and wildlife, the department of natural resources, and the parks and recreation commission to develop and implement an official recreational trail policy applicable to their agency by October 31, 2015.

Prohibits a local government from applying or enforcing a regulation or policy adopted by the local government against a trail developed or maintained consistent with section 2 of this act except that a regulation or policy may apply to parking lots, trail heads, sanitation facilities, and permanent structures.
