Modifies nursing home provisions relating to: (1) Nursing facility medicaid payment rate allocations; and

(2) Property, financing allowance, direct care, support services, and operations component rate allocations.

Requires the department of social and health services to establish a disproportionate medicaid share rate add-on using an array of facilities.
