Expands the definition of "telecommunications systems" in chapter 19.28 RCW (electricians and electrical installations).

Allows an applicant possessing an electrical training certificate issued by the department of labor and industries to apply one hour of every two hours of unsupervised telecommunications system installation work experience toward eligibility for examination for a limited energy system certificate of competency under certain circumstances.
