Establishes the early start act.

Prioritizes the integration of child care and preschool in an effort to promote full workday programming.

Rewards quality and creates incentives for providers to participate in a quality rating and improvement system that will also provide valuable information to parents regarding the quality of care available in their communities.

Expands the duties of the department of early learning.

Creates the early start account and requires expenditures from the account to be used only to improve the quality of early care and education programming.

Provides that this act is null and void if appropriations are not approved.
