Requires the liquor control board, in consultation with the department of revenue, to develop and implement a tax stamp program for the production and sale of recreational marijuana.

Requires licensed marijuana producers, processors, and retailers to keep and preserve an accurate set of records for a period to be determined by the liquor control board.
