Authorizes the operation, by local authorities, of an automated traffic safety camera to detect speed violations subject to the following limitations: (1) Only one camera is allowed within its respective jurisdiction;

(2) The camera may only be operated if the local legislative authority has enacted an ordinance authorizing the use of the camera to detect speed violations; and

(3) Use of the camera must first be authorized by the legislature as part of a pilot project with the traffic safety commission.
