Authorizes counties, in disbursing funds for payment of salaries and wages of employees, to elect to use the following payment methods: (1) For employees who have an account in a financial institution, payment to the financial institution for credit to the employees' accounts in the financial institution or immediate transfer therefrom to the employees' accounts in any other financial institutions; and

(2) For employees who do not have an account in a financial institution, payment by alternate methods such as payroll cards.

Requires the state institute for public policy to conduct a study of all counties that elect to disburse funds in accordance with this act for payment of salaries and wages for all county employees.
