Creates the start retirement savings plan to provide a simple and inexpensive way for small business owners and their employees to save for retirement.

Requires the department of retirement systems to design the start retirement savings plan to limit liability to the state and participating businesses.

Creates the start principal account and the start administrative account.

Provides that this act is null and void if appropriations are not approved.
