Addresses water quality problems with regard to lands on which livestock graze or seek feed in pastures, fields, or rangeland.

Requires the department of ecology, if it determines that a water quality violation has occurred, to first attempt to achieve voluntary compliance by offering information and technical assistance to the person in violation and if that fails to remedy the problem, the department may then issue a notice of violation.
