Requires the state building code council, during the 2015 code adoption period, to adopt rules requiring that space be provided for the collection and periodic transfer to an off-site composting facility of food and yard waste created on-site at apartment houses, assisted living facilities, boarding houses, congregate living facilities, dormitories, and fraternities and sororities.
