Requires the director of the department of licensing to: (1) Create and, when appropriate, issue a motorcycle road guard certificate; and

(2) In consultation with motorcycle skills education course instructors, establish safety and equipment standards for motorcycle road guard certificate holders, including mandatory reflective safety vests.
