Addresses expenditures from the state wildlife account for damage to commercial crops caused by wild deer or elk.

Creates the wildlife conflict account and requires the state treasurer to transfer any unexpended money, from the expenditures mentioned above, to the wildlife conflict account.

Provides that this act is null and void if appropriations are not approved.
