Authorizes an agency operating under contract with the children's administration to hire an individual that would be precluded from employment with the department of social and health services based on a disqualifying crime or negative action, however, the agency assumes liability for any injury or harm to a child or other department client that is attributable to the individual.

Addresses the list of disqualifying crimes for which the children's administration can deny a license or unsupervised access to children.
