Requires a public body, upon selection of the finalists of a design-build contract, to issue a request for proposals to the finalists, which shall provide building performance goals and validation requirements.

Exempts proposals submitted by design-build finalists from disclosure until the notification of the highest scoring finalist is made or the selection process is terminated.
