Finds that the state has an unprecedented opportunity to implement a five-year state health care innovation plan developed through the center for medicare and medicaid innovation state innovation model program. |
Declares an intent to facilitate the implementation of the state health care innovation plan by: (1) Establishing an all-payer claims database that improves transparency for patients, providers, hospitals, and purchasers; |
(2) Developing standard statewide performance and quality measures to inform purchasing and set benchmarks; |
(3) Supporting the initiatives of regional collaboratives to achieve healthy communities and populations, improve health care quality, and lower costs; |
(4) Disseminating evidence-based training, tools, and other resources to providers and hospitals; and |
(5) Supporting integration of services for physical health, behavioral health, and substance use by restructuring medicaid procurement. |
