Requires the department of social and health services to: (1) If a parent has a developmental disability and is eligible for services provided by the developmental disabilities administration, make reasonable efforts to consult with the developmental disabilities administration to create an appropriate plan for services that are tailored to correct the parental deficiency taking into consideration the parent's disability; and

(2) Determine an appropriate method to offer those services based on the parent's disability.

Requires a court, if a child is not returned home, to establish whether active efforts are necessary to assist a parent with an intellectual and/or developmental disability in compliance and progress with the case plan.
