Terminates the advisory committee on the disproportionate representation of children of color in Washington's child welfare system on July 1, 2017.

Requires the advisory committee to: (1) Consult with the governor's office of Indian affairs, the commission on African-American affairs, the commission on Asian Pacific American affairs, and the commission on Hispanic affairs to develop membership rules by August 1, 2014; and

(2) Conduct an analysis examining the number of children who have incarcerated parents at any time during their involvement with the child welfare system.
