Creates the pay it forward program to provide greater access to higher education.

Requires the student achievement council to: (1) Develop and implement the program; and

(2) Select up to five high schools for participation in the program.

Requires the legislature to determine, in the omnibus appropriations act, the rate at which the program is expanded from the initial five high schools to eventually incorporate all public high schools in the state.

Requires high schools selected to participate in the pay it forward program to be allocated one additional full-time equivalent counselor in order to increase participation in postsecondary education access programs such as the pay it forward program and the college bound scholarship.

Creates the pay it forward trust fund account.
