Requires the department of ecology to: (1) Prepare best management practices for preventing and managing polychlorinated biphenyl contamination at public used oil collection sites; and

(2) Provide grants to local governments to provide assistance with achieving best management practices; meeting federal requirements for polychlorinated biphenyl contamination of oil; or follow-up testing and monitoring of recycled oil as a result of federal environmental protection agency compliance requirements.

Requires each local government to include a plan for addressing best management practices in its used oil recycling element.
