Requires the department of social and health services to: (1) Refinance medicaid personal care services under the community first choice option;

(2) Use general fund--state savings from the refinance to offset additional caseload, per capita cost increases, and staff resources necessary to implement the community first choice option; and

(3) Seek stakeholder input on program and system design before submission of a proposal to the center for medicaid and medicare services.

Requires the community first choice option to be fully implemented by August 1, 2015.
