Authorizes the state finance committee to issue 707 million dollars of lottery revenue bonds to provide needed construction assistance to support all-day kindergarten and K-3 class size reduction.

Requires the state finance committee and the office of financial management to conduct an objective analysis of the most effective financing structure for the lottery revenue bonds.

Creates the education construction revenue bond proceeds account.
