Requires student growth data elements, beginning with the 2017-2018 school year to: (1) When relevant to the teacher and subject matter, include results from federally mandated statewide student assessments; and

(2) When relevant to the principal, include results from federally mandated statewide student assessments.

Provides a contingent effective date.
