Requires a school district board of directors to immediately place an employee on compulsory administrative leave upon being informed and verifying that an employee whose certificate or permit is subject to revocation upon a guilty plea or conviction of certain felony crimes has been charged with such felony crime.
HB 1851 by Representative Klippert Concerning compensation for certificated employees in the event of notice of probable cause for discharge. Prohibits a school district, upon service of a notification of probable cause or causes for discharge, and until and unless a hearing officer's final decision is in favor of the employee, from continuing to pay the employee salary or compensation.Requires a school district, pending a final decision of the hearing officer, to deposit into an interest-bearing trust account money that would be sufficient to compensate the employee for back pay if the final decision is in favor of the employee.

Requires the building code council to adopt rules that allow children who attend classes in a school building during school hours to remain in the same building to participate in before or after-school programs.

Provides that a specialty electrical contractor license in nonresidential maintenance and a specialty electrician certificate of competency in nonresidential maintenance includes the right to engage in, conduct, or carry on the business of load bank testing of generators and the related connection of cables.Prohibits the department of labor and industries from requiring an electrical work permit to conduct load bank testing of generators and the related connection of cables.

Imposes an excise tax upon the severance of oil and gas from any lands or waters of the state.Provides an exemption from the excise tax on the value of: (1) Any oil or gas reinjected for storage;(2) Any oil or gas owned by a producer or producers exempt from tax by reason of federal law or a compact negotiated by the state with a tribal government; and(3) Liquid hydrocarbons that are a byproduct of carbon sequestration.Requires the department of revenue to: (1) Deposit eighty percent of the amount collected from the excise tax in the park land trust revolving fund; and(2) Deposit twenty percent of the amount collected from the excise tax in the local government severance taxation account established in the state treasury.Exempts from property taxation, oil or gas reserves and leases on the rights to develop and operate upon or within any lands and waters of the state for oil or gas and the property rights attached to or inherent therein.Creates the sustainable energy trust account.

Establishes a state universal communications service program that: (1) Enhances the public network;(2) Is funded with a network connection fee paid by communications providers based upon working telephone numbers;(3) Is administered by a neutral third party selected by the utilities and transportation commission;(4) Is operated pursuant to rules adopted by the utilities and transportation commission; and(5) Advances universal service in a manner not inconsistent with the requirements of the federal telecommunications act.Expires June 30, 2019.

Changes the name of the four-year student child care in higher education account to the student child care in higher education account and allows the state board for community and technical colleges to authorize disbursements from the account.Requires the state board to administer the program for the two-year institutions of higher education.Requires two hundred fifty thousand dollars to be deposited, for fiscal year 2013-2014 and for 2014-2015, into the student child care in higher education account, if certain conditions are met.
