Concerning early learning opportunities.
Establishes the early start program to provide a continuum of high quality and accountable early learning opportunities for parents and children.Creates a legislative task force on early learning to review existing funding sources, program goals, and restrictions associated with different funding streams for early learning programs and services as identified by the technical working group.Requires the department of early learning to: (1) Annually review rates for child care compared to market rates;(2) Conduct an annual survey of staff compensation in certain programs using data generated by the managed education and registry information tool and the early achievers program;(3) When additional funds are appropriated, reserve at least eighty percent for home visiting services to be deposited into the home visiting services account and up to twenty percent of the new funds for other parent or caregiver support;(4) Increase the base rate for all child care providers by ten percent;(5) Provide tiered subsidy rate enhancements to child care providers if the provider meets certain requirements; and(6) Require exempt providers to participate in continuing education.Requires the legislature to fund the expansion in the Washington state preschool program.Requires working connections child care providers to receive a five percent increase in the subsidy rate for achieving level 2 in the early achievers program.Provides that sections 4, 8, and 9 of the act are null and void if appropriations are not approved.

Distributes the support of public higher education more equitably between the state and students and their families by establishing: (1) A funding methodology that is based on enrollment levels with which to provide predictable and stable baseline state funding to the institutions of higher education; and(2) A process whereby any state funds over and above the level needed for the baseline levels of state funding are distributed among the institutions of higher education based on their performance in meeting statewide goals and expectations, and to reward the highest performers.Declares it is the goal of the legislature that institutions of higher education receive a baseline level of state funding that is sufficient to allow ongoing access to postsecondary education for residents, particularly in high-demand degree programs, and to achieve a more equitable share of support between the state and students and their families.
