Prohibits the superintendent of public instruction from offsetting basic education allocations with a district's federal forest revenues received under chapter 28A.520 RCW if those revenues are twenty-five dollars or less per full-time equivalent student.

Addresses expenditures from the state wildlife account for damage to commercial crops caused by wild deer or elk.

Creates the wildlife conflict account and requires the state treasurer to transfer any unexpended money, from the expenditures mentioned above, to the wildlife conflict account.

Provides that this act is null and void if appropriations are not approved.

Funding all-day kindergarten and early elementary class size reduction facility needs with lottery revenues.

Authorizes the state finance committee to issue 707 million dollars of lottery revenue bonds to provide needed construction assistance to support all-day kindergarten and K-3 class size reduction.

Requires the state finance committee and the office of financial management to conduct an objective analysis of the most effective financing structure for the lottery revenue bonds.

Creates the education construction revenue bond proceeds account.

Changing the requirements for the multiple measures of student growth used in teacher and principal evaluations.


(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Requires student results on the federally mandated statewide administered reading or language arts and mathematics assessments to be used as one of the multiple measures of student growth for the teachers who teach the relevant subjects in the grades in which the assessments are administered and for the principals who are assigned to schools in which at least one of the relevant subjects are taught in at least one of the grades in which the assessments are administered.

Makes an appropriation.

Merging the medical marijuana system with the recreational marijuana system.


(DIGEST OF PROPOSED 3RD SUBSTITUTE)


Merges medical marijuana and recreational marijuana provisions.

Requires the state liquor and cannabis board to: (1) Reconsider the maximum number of retail outlets it established before a specific date; and

(2) Allow for a new license application period and a greater number of retail outlets to be permitted in order to accommodate the medical needs of qualifying patients and designated providers.

Provides qualifying patients a retail sale and use tax exemption on purchases of marijuana for medical use when authorized by a health care professional.

Provides marijuana retailers with an excise tax exemption for sales of marijuana to qualifying patients so long as the savings achieved by the retailer through the excise tax exemption is passed to the qualifying patient.

Establishes a medical marijuana endorsement to a marijuana retail license to permit a marijuana retailer to sell marijuana concentrates, useable marijuana, and marijuana-infused products to both the recreational market and the medical market or to only the medical market.

Requires the department of health to convene a work group to develop practice guidelines for health care professionals to consider when authorizing the medical use of marijuana for patients.

Creates a legislative task force on medical marijuana policy to review certain issues with regard to medical marijuana.

Exempts from disclosure under the public records act: (1) Records in the medical marijuana registry containing names and other personally identifiable information of qualifying patients and designated providers; and

(2) Financial information related to an application for a marijuana license.

Changes the name of the state liquor control board to the state liquor and cannabis board.

Changes the name of the basic health plan trust account to the basic health services account.

Requires the code reviser to prepare legislation for the 2015 legislative session changing references in the Revised Code of Washington from the state liquor control board to the state liquor and cannabis board.

Assigns and transfers certain property to the department of commerce and to Washington State University.

Requires the FAA center of excellence for alternative jet fuels and environment at Washington State University to convene a sustainable aviation biofuels work group.

Eliminates the investing in innovation program.

Creates a state cannabis industry coordinating committee to: (1) Develop a state comprehensive plan that identifies and coordinates the various business opportunities within the cannabis industry;

(2) Develop a method for monitoring and assessing the economic returns the cannabis industry delivers to the state;

(3) Examine and report on changes in federal law that may impact the legal operations of the cannabis industry in the state; and

(4) Recommend options for the distribution of tax revenue from the sale of marijuana.
