Clarifies laws relating to tobacco substitutes.Imposes a seventy-five percent other tobacco products tax on tobacco substitutes.Requires certain taxes collected on the sale, handling, or distribution of tobacco substitutes to be deposited in the education legacy trust account.

Exempts spirits retail licensees from the license issuance fee with respect to sales of spirits in original containers to retailers licensed to sell spirits for consumption on the premises.Requires a spirits distributor fee to be paid only by the spirits distributor that is the first in the state to possess the spirits.Prohibits sales by a single spirits retail licensee to a single retailer licensed to sell for consumption on the premises on any business day from exceeding sixty liters.Requires sales made to retailers licensed to sell spirits for consumption on the premises to be made at the location of the spirits retail licensed premises and prohibits delivery to a retailer licensed to sell spirits for consumption on the premises.

Establishing new authority for courts to assess cost recovery fees for costs associated with new indigent defense standards.
Increases the fee a court of limited jurisdiction can collect upon a defendant's conviction or a plea of guilty.Increases the limit on the costs for preparing and serving a warrant for failure to appear.Increases the amount of the monthly assessment that a judge of a court of limited jurisdiction may levy upon a person for services provided when the person is referred by the court to the misdemeanant probation department for evaluation or supervision services.Requires funds and revenue attributable to the increases in this act to be used to support contracts, programs, and personnel associated with indigent defense.Requires the administrative office of the courts to conduct an analysis to determine the increased cost and fiscal impact that the state supreme court's new standards and caseload limits for public defenders will have on county and city criminal justice system and court operations.
