Requires the department of fish and wildlife to pay no more than fifty thousand dollars per fiscal year from the state general fund for claims and assessment costs for damage to livestock caused by wolves.

Creates the wolf-livestock conflict account.

Directs the state treasurer to transfer certain unspent general fund expenditures to the wolf-livestock conflict account.
