Requires the department of corrections to: (1) Maintain a list of housing providers that meet certain requirements for receiving rental vouchers and requires rental vouchers, if more than two voucher recipients will be residing per dwelling unit, to be paid only to a housing provider on the list;

(2) For each offender who is the recipient of a rental voucher, gather data as recommended by the state institute for public policy in order to best demonstrate whether rental vouchers are effective in reducing recidivism;

(3) For certain living environments, provide transition support; and

(4) Provide the local law and justice council, county sheriff, or, if the housing is located within a city, a city's chief law enforcement officer with notice anytime a housing provider or new housing location requests to be or is added to the list within that county.
